A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the second floor conference Room “B”, 740 Main Street, East Hartford, Connecticut on April 14, 2010
CALL TO ORDER
The meeting was called to order at 5:02 p.m.

Chairman Anthony Kayser declared a quorum present and stated that Mary Whaples would be voting in the absence of Kathleen Salemi and would also be acting secretary for the evening. Chairman Kayser also appointed Travis Simpson in the absence of John Grottole and stated that the Commission would be voting with seven members.

APPROVAL OF MINUTES
- Design Review Minutes – March 10, 2010
Upon a motion by Paul J. Roczynski, seconded by John Ryan, the Commission Voted (7-0) to Approve the above minutes.

MINOR FLOOD HAZARD DEVELOPMENT PERMIT APPLICATION – 44 Brook Street, Construction of a twelve by sixteen foot second story sunroom on an existing wooden deck to an existing single family residential structure.

Applicant: John McArdle (CMSR Services)
Upon a motion by John Ryan, seconded by Paul J. Roczynski, the Commission Voted
(7 -0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon
information provided by the applicant and, if such information subsequently proves to
be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified
suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by a Professional
Engineer licensed in the State of Connecticut to certify that the proposed plans
comply with section 601.10 of the zoning regulations.
3. Within the application, provide the flood hazard zone designation, a value for the
total number of square feet of land to be affected within the floodway or n/a for not
applicable, and add the name of the associated watercourse.
4. Within the application, provide a narrative describing how the proposed project will
comply with sections 601.10, 11, & 12 of the regulations.
5. Provide more information on the plans and within the application describing how the
proposed project will either maintain the existing storage volume of the floodplain or
will compensate for any filling within the flood plain. Example measures include
maintaining existing grades and disposing of any excavated soil at a location that is
outside of the floodplain.
6. If the proposed construction results in an increase of the existing structure’s footprint,
it appears that a narrative describing any impacts to the floodplain’s conveyance
properties will be needed. Provide a comparison of the existing and proposed
footprint or a narrative describing any impacts to floodplain conveyance.
7. The copies of the bolt specification sheets appear to be for anti-flotation and
anchoring. Revise the plan to show how these will be incorporated into the design.
The bolts appear to be for anchoring to concrete, provide more information on the
plans on how the deck will be anchored to the building to prevent flotation or collapse
during a flood event

SITE PLAN APPLICATION – 11-59 Elms Village Drive a.k.a Elms Village, installation of handicapped ramps and landings to an existing East Hartford Housing Authority facility.
Applicant: Glen Martin; TO Design LLC
Upon a motion by Mary Whaples, seconded by Thomas Fitzgerald, the Commission Voted (7 -0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied
upon information provided by the applicant and, if such information subsequently
proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be
modified suspended or revoked.
2. Final plans are to be signed and stamped (ink & impression) by the Professional
Engineer or Land Surveyor.

8-24 REFERRAL
- 621 -627 Burnside Avenue storm water drainage outfall repair requiring temporary and permanent easements
Upon a motion by Thomas Fitzgerald, seconded by Travis Simpson, the Commission Voted (7 -0) to amend this agenda item to include 31 Church Street.
Upon a motion by Paul J. Roczynski, seconded by John Ryan, the Commission Voted (7 -0) to Approve the above 8-24 referral provided there is successful negotiation of the easements.

REVIEW OF PROPOSED SIGN REGULATION AMENDMENTS
Staff reviewed the fourth draft of the proposed sign regulations with the Commission. It was the consensus of the Commission to continue having staff work on the proposed sign regulation amendments. No votes taken.

CORRESPONDENCE
- Pleasant Valley Hotels, Inc. dated April 7, 2010 regarding extended stay suites
It was the consensus of the Commission to have staff work on a text amendment for extended stay hotels.
MISCELLANEOUS
474 School Street – (Polaris School Renovations – Lincoln House) – Site Plan Modification Bond – Request for Bond Release – Applicant: Capitol Region Education Council
Upon a motion by Travis Simpson, seconded by John Ryan, the Commission Voted (7 -0) to Approve the above request for a bond release in the amount of $13,000.00.
Review of e-mail correspondence from Albert Costa regarding proposed outdoor basketball courts at Sunset Ridge School.
It was the consensus of the Commission to consider the proposed new basketball courts a continuation of the previously approved athletic fields for which a modification of special permit application is not needed.
